I don't think you can earn IM points from the official site anymore, unless they still give you forum points that can be converted. I know they got rid of surveys.
Its not really possible to "make" or buy a saddle without IM points or extreme trading, but by the time you'll have enough saved up or can do the harder quests I assume you'll end up buying points.
As stated above you can make some but they aren't anything special and quite poopy in comparison to the IM ones.
