So far the only place I get these feathers is either from quests or events. 9th round of 15 challenge gives an undead feather and 2 strange peaches which also have a chance to give you an undead feather. Other than that I'm not too sure where to get them.

yes can get Undead Bird feather from 9th, 10th and 11th round of 15 round challenges this link shows rewards for each round(i really like this event ,u can get very good rewards)
here this link shows monsters need to be fought in 9th round
