I'll try to make it shorter :P. Anyway it really deppends by the amount you can spend xD.
Hat: Bead torque or Silvery Star. Bead torque looks better with the rest of the things I say. It has 2-3 m. atk less then silvery star, not an accurate number, but if you dont have a silvery star yet get a bead torque, it's just not worth the struggling.

Gloves: Demonia gloves i'd say, they look good with everything with has a piece of yellow in them and (I think, ain't sure) they are the best in-game? I don't really know xx.

Outfit: A WDA, or a lord gown if you can't afford a dragoon's battlerobe or a polar ultima, dragoon's battlerobe is so adorable and the polar ultima is the highest m. atk item.

Shoes: Sky boots or cat claw boots. Clear cat claw boots are better then clear sky boots, but with neat spars, sky boots will be better, becouse cat claw boots get spars:2.

As for the weapon.. i'll let you choose ^.^.
Shining staff is the best pure m. atk one I think, and if you want a cheap alternative, thut's wand. Or a cute one, the little golden rings or the golden staffs from IM. If not go for a higher m. atk one or a SPD one. GL <3
