dotnet: i'm almost positive that compounding is the average level +4 instead of lowest rank +4 (at least for primary). can someone confirm this?

for instance, this compound http://wlodb.com/compounds/4619 which has supposedly been confirmed in http://forum.wl.igg.com/viewthread.php?tid=2866... has a rank 7 snow crystal producing a rank 15 wand
