to catch a pet , the pet's lvl must be less than your level + 5

eg a lvl 20 player can catch a pet of max lvl 25 not higher

(this is using normal equipment, there is a special net in item mall which increases this range)

oh btw this is Bug report section ^^, try post these kinda questions in a place like general discussion section next time, so that other people also find these info more easy and helps to keep forum clean ^^

There are some quest monsters you can catch.
Tiger is one of them, so is the Giant Cirrus from the Corpse Flower quest near MaKa on South Island.

Guy 1: "Hey, see that car?"
Guy 2: "What car?"

Like quest bosses and such. As Kazura stated, there are several quest monsters/animals that can be captured. I don't think you can capture any humanoid "pets". Just a note: Looks like you can not capture Snowy Mammoth. I tried for 5 minutes. I am 12 levels higher and still couldn't catch it.
