There's a wind and none cirrus there and they spawn faster. If not..
then, look at the map from dopel's post. From where you are go <<< then down and again << and there should be a wind cirrus near a fire one.
Try there, if not, the only wind frog spot from south island is also nice.
I'm pretty sure fire DS doesn't fail on winds more then one time a week so.
