It is bursting because you can get her from level 1 to level 60+ in a couple of hours with the right team and setup. Normal training experience it will take longer to get from level 1 to level 60+. Sure she gets lower than other "burst" pets mainly because she can apply the skill only once and on herself. If she can apply it more than once like for example Victoria, Sam, or Xaolan, I'm sure she would get higher.

But the forum that you have posted only works on waters. A /TRUE/ burstable pet can be used on any element, not just one. Also, as she gains levels, her experience drops. Again, with a /true/ burstable pet the experience stays the same ( unless crit. ) regardless the level, making it in my book to be where she's not a true burstable pet. Unless you can prove that she works great on any element, and find a way to where her experience doesn't decrease as her level increases, then I might consider her to be one.
