Well your main issue is the types of bases you have to use.

Potential Headscarf is Flower/Grass Rank 24. There is literally a ton of Flower/Grass compounds within your range. so it is always going to be hit and miss. There is even one that is the same Rank as the one you are trying to get(Satin Qi Pao). So you are going to have to be paitent and probally try a bunch of times before you get the item you want.

Using the Compound Calculater on this site, Click here, it shows you an example of what you could get if you try to mix Flower with Grass. It will just take a bit of luck. Do not get discouraged for items with alot of items within its compounding range, it takes a few tries to get the item you want.
