Well, that's why I had the addendum "user flags things uselessly" one could feasibly remove all flags by that user after 'one' incidence and prevent following up on further red herrings. Additionally, if you want to make it so that a flag is not brought to attention unless 2 or X users flag it, that could also make it a more 'community' based wiki-type project.
