People can just make fake e-mails you know.. So that u cant track them down. So its very hard to think of what ur ment to do about this problem. Maybe some how u can make this data-base that u have to put ur real e-mail in & u get ur pass e-mailed to you.. So if they spam u can track down who it is & stop them... Other wise they can keep on doing it.
