When I was level 26 I was near the farm on top of South Island autoing at those maroon colored beetles. I only went to the Cirrus when I had some friends with me. Work your way up from the Beetles to the Squirrels and then to the Cirrus. After that you'll be able to take the Vultures overnight. Patience is a virtue.
