Anyone can burst at any level. As long as they have the necessary skills, they can burst. Heck, my earth didn't even have terra when she first started bursting. She just used soul dodge instead till she got it. If an earth does all wis for a few levels and has their GS, they can burst in the early 20s level. Level 40+ is unnecessary.
