Given that a search for "skull" turned up a thread where the correct answer wasn't given until post #15, I'll answer:

You need Qlaya in your party and the Crystal Skull from La. Tim's cave in your inventory.

Talk to the Priest in his house near the well to start the quest.

You give him your Crystal Skull, and he asks you to retrieve the final one from the Altar Secret Path.

You will face lv 100 skeleton guards, 1 big one and 2+2 smaller ones.

I recommend taking out or sealing the Earth one first, before it starts sealing you, something it likes to do very much.
Earth will be replaced with Water, another sealer, so take it down.
The big one is Water too, but is less likely to seal.
Seal it anyway, and deal with the Fire one, then the Wind one that replaces that.
Now you can concentrate on the boss. If you've taken out his flunkies, he'll be easy.

Return the Skull to the Priest to get the Black Devil's Spar.

I just soloed this with my lv 104 Earth today. I imagine a high-level water might manage with difficulty, and a high-level Fire might be able to kill them fast enough to avoid seals. Bring help if you can.
