there is nothing weird by Sacred Empire owning the castle... Tsumomo a lvl 120+ fire is was a part of that guild too... they have power but mostly quiet.. and btw misery don't have the power to take care of every single team, they mostly care about stronger teams that they know they could take the castle, so they had free way to destroy the stone :P still it's a great thing in my opinion!!
