Easier process for making Jade Helmets are by doing Gray Steel Bracers + Emerald Necklace on Superior its 100%

By the way, you are right you can make anything at any level of alchemy but it all depends on how many books your planning on using, how much gold you have to waste, and how much time you have to make the item(s).
I have 28 Superior and I probably make Blue Kung Fu 8 times out of 10, if you were to try to make it with your level 7 Superior be prepared to have alot of materials saved up to remake the Blue Kung Fu since there is a high ratio of fails on it. It is recommended that you take the time to raise the alchemy skills, not necessarily Junior since its horrible. More so work on Primary and Superior only.
