clear devils spar is not tradeable but you can get 2 in a quest in ice berg. You can also "build" it on crystal furnace. You will need a lot of Devils Spar pieces which you can collect at the starfishes at oslya beach (or buy it but it is expensive). well it is very rare so it takes time...
