higher level isnt always a factor if you build the fires as power damage builds. Cause I know people who have teams of 3 pure gs only fires(low con, high int/str) only 10x-14x and they can deal more damage then my team of 2 18x fires and 1 rb 82 power build, 2 fires 2.6k+hp. It's all really based off of the power the fires can deal, not level.
