Yes, the majority of the player base is chinese and speaks chinese (from what I've seen, this is mostly true in tents). However, most english users hang out on the last sub-server (Safe4 or aka S4) and world chat gets pretty busy there (sometimes local too depending where you currently are), and occasionally All chat too.
Most people talk on the discord tho and there are multiple servers (general server, guild server, language based servers, friend servers.... etc.) so it's pretty easy to find a group you're comfortable around to chat with
