Most likely, the question here was "is there a way to retrieve my account" - and usually, you can do that by requesting a new password by sending a Mail to the confirmed E-Mail-Address behind that account. Just like in Wonderland, if you forgot your password, you request a new one being sent to your E-Mail behind that account. No Administrators for approval needed.

So you should be answering "yeah this website has a way to get your previous account back" or "no, there is no technical way on this website to do this".
Admins should actually be able to answer such a question.
