Actually, if you think about it. Say a pet is 60/10/10/10/10, its a 60% chance point for Str and 10% for all others, but after potential 61/11/11/11/11, its a ~58% chance for Str and ~10.5% for others.

So yes, potential pills will affect the way your pet gains stats from leveling
