Where can i find the Northern tiger skin for quest in the chinese fishing village?

I set one character fighting tigers (including water) and another fishing. The fishing one got the N.T.Skins first.

I compounded a stack of beast fur with another stack of beast fur and got the northern skin. But this took me many tries as you get pretty much random kind of skins.
