It the wizard. Location is down the bridge from holy entrance. Walk by the river. First one asks for 50k second is the wizard. He is around the second set of houses.

After you have done the quest, you will have access to the hot spring in MaKa (I think), and you will get the cat's eye ring, which is quite good, because it gives you MaxSp +30, and something else I forgot.
