Where can i get ship ticktes also called ship vouchers?

how to use this vouchers? i have 15 of them from quests

you need to talk to a sailor, they can be found everywhere, theres one to the north after you exit starter beach, and one just before the squrrirrles. thats just on the main island. theres everywhere else to from China to Taiwan.
