I was wondering: Do I need to have the designs in order to be able to make the vehicles if I already have all the tools to make the items for the vehicles?

You need a specific design for a specific vehicle... although you only need the desgin to perform the very last manufacturing stage The designs actually gives you more quests avalible, and make vehicles like steamboat or UFO to be very rare, and sell for a much higher price!!! hi hi |
