First u need to do the pre-quests:
-Master Sanboa where are you?
-Marine Exploration

1st:
Go to Zheng'he Fleet
When you enter you will see 2 guards lying on the floor, talk to them and then go downstairs and enter the first cabin you see, there you will see another guard lying on the floor. Victoria will appear and there is the first fight:
Fire lv 135 18520 hp (the battle is easy so a water and a fire lv 50+ can do it)

After the battle you will see a note that says "Take 500,000 Gold to Leviathan's den in Ancient Yazhou City or else ZHenge He will die!"(you dont need to pay the money)

2nd:
Go to Ancient Yazhou City
When you are there go to the cave
Talk to "Charles" and then battle:
Captain(Charles)
lv150
Fire 20000 hp
and 7 Pirates
lv 130-135
hp 12000-12500
I suggest killing the bot pirates first(there are no spawns there so it makes battle easier)and to have 1 water and 2 fire (1 water 1 earth 1 fire if you like)in your team.

Reward:
Victoria join your team
