i think you should use it when one of your stats reach the maximum, the maximum for each stats is about 602 ( if im not wrong ) or you can go check it using stat calculator. For example, if your str reach the maximum stat and you use a potential pill, your str will also add 1 attribute, but you cant add anymore attribute to it using the point after you level. So my advice is to use it after one of your stats reach the maximum.
