I don't think doing Xaolan's Death quest has any effect on getting Fred. Here's a guide from Hei that I quickly skimmed over to see if it would help you answer your question for Fred.

I killed my Xaolan before I got Clive and I was able to finish the Fred quest. I remember reading somewhere that you have to have Xaolan in your team to get Clive or something like that (was a long time ago) anyway I was able to finish Fred's quest after killing my Xaolan for her stars ^_^ FORUM RULES WLO EMOTICONS
