Can i know is there any other requirement for this quest because i recently had opened a new character and try to active this quest but unfortunately it does not activate even i tried to do the quest following guide and done the condition. please help . _ .

Would be helpful to know which guilde you followed, so that we can check if there is info missing in the guilde you used. Otherwise I recommend looking for a second guide and compare if there's anything missing in your first version.
