I have a lvl 139 water who is supposed to be a wit but he has 51 str + 217 int + 1 agi + 75 con + 75 wis

I made a new water char lvl 25 with 33 int + 24 con +25 + 1 agi + 0 str wis planning on replacing the other

so should i delete the lvl 139 and keep the lvl 25 (i dont care about lvling i can just burst)

or keep both cause the lvl 139 helps lvl my newbie chars also i plan on getting all forgotten scrolls and use it on water lvl 139 but is their enough Forgotten Scrolls

I think you should keep your 139 water. It would be a waste to simply throw it away after all of that hard work.

You can also do Yiar and Jiar and Instinct Temple for a chance to get a forgotten scroll. Good luck!
