I don't know why you think there are few people in this server, this week SB was crowded and the chat was full. ono
I got a lot of friends which I talk with every day, I join conversations on sb and world chat, and that happens quite frequently so idk about you people but for me Gem seems quite friendly and populated. D:
Just depends on the time and day you get on. :/
