Have you trigered the start of the quest? It happens a lot that they forgot to click the person who starts the quest one extra time, don't always give the quest on the first conversation.

And yes if everyone says you need a level for a quest, it is required by the game. Not by what you need to fight the monsters, i think that's a much higher level, but what level you need to pick up the item, required by the quest itself.
