The steamboat design looks quite hard to get, but I think it is the best vehicle, because it can take 4 people around the world!!! Maybe 2 lvl 50? One water support and one fire attack, both carries lots of syrups. But it is good to ask advice in the game.

I think the plane is second best, because it is relatively easy to make, compare to its value
