There are programs to make pixel art most widely and popular used is, Paint.

It doesn't even take 20 minutes to do. (or maybe I'm only saying that cause I'm an art student)

Also your picture is simple just 2 colours. All you need to do is just the outline and then use bucket to fill in the lines. done.

If you plan to do something complicated and in details it'll still take under an hour to do. simply put just do it while you are chatting with your friends or while you are watching a movie or a show (sometimes multitasking helps to make things go faster cause you don't even notice time flying by. Yes would go faster if you focus on it but if you think its already going to be boring and take long then try doing it while you have something to distract you.
