no he cannot and neither can monkey or sam or angela. but they all have rb versions of themselves. they all have stars in the star book (hence the name star companion) they all have a pet item and pill in mall.

they may not all rb at once but it doesn't mean none never will.

so in time i'm sure the time will come when they get their turns (sam, vicky, charlotte and angela was suppose to be added in version 6 if not then 6.5 but igg goofed that up. you can only get the second last fight of their rb not the final death fight. so that should be a garantee for v7 then j- and just add eva too.).
