The fastest way is Training Tickets and Exp Potions, because bursting after 180 only gives you 200 Exp per battle. You can get better Exp normal training and doing certain events and instances. Also doing certain high level Quest gives decent Exp. It is a slower process going to 199. Capsules also come in very handy.
After Rebirth is normal training plus the others.
