On the 13 palace some of the 'boss's' respawn's will get 1st turn no matter what if i recall correctly one of the wind 'boss's'is pretty fast but then again i have only done CP with a team consisting of water knight, water seer, and 2 fire killers (i find the story's about fast earth waller being required are just that story's)
