I haven't finished Fred myself, however I have an experience with another quest that may help you here.

I went to the Egypt dessert to encounter a boss. The boss wouldn't show. The reason was that the character had never been the leader or solo entered into Egypt dessert and so didn't see some cut scene. After I brought each of my chars into the dessert individually to see the cut scene, then the boss showed up. Maybe you have something similar going on.
