In my opinion IGG is a trash publisher, and I hope the devs don't give it to them.

Due to my lack of knowledge of the Chinese language, I can't search deeply into it, nor have I seen anything referring to the English version except that its being made followed by speculations that IGG will publish it. So there is not really any information.

As for a release date, we also have no information about this. However if you are going to expect it to come the first expected date should be around January 25-27ish, 2019 to late February or early March since PCWLO released in China on April 7, 2007 and then the beta release in NA April 9, 2008 with the full version coming on May 12, 2008.
